It is the Law of the Land...

"All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills."

 - United States Constitution, Article I, section 7, clause 1

The House of Representatives passed a spending bill that funded the entire US Government, except for provisions of Obamacare, the Senate refused to pass it.  Who "shut down" the government?
